Autocad question for beginner:

I need to create a circle of radius 15 that intersects the point
(12,30) and intersects the horitzonal lines y=20 and 50 (the y value
of the center of the circle is 35). Suggestions?

You can do it the same way you would if you were using pencil and paper:
Draw a construction arc (or circle) of radius 15 with its center on the
point (12,30); draw a horizontal line at y=35. Where the construction line
and arc (or circle) intersect will be the center of your required circle.
Draw the required circle, then erase the construction objects.

**OR**

Just draw the circle using the 3point option, and specify TAN (pick first
line), TAN (pick second line), NODE (pick the point); and AutoCAD will do
all the work for you.

OK, thanks. Let me try it both ways.
