Who regulates "Quicken BillPay"? Is it State or Federal? I want to
file a complaint because Metavante has generated a finger-pointing
contest with a check-destination bank and nothing is happening to get my
funds moved. Total incompetence and I think it must be investigated.

Metavante is apparently located in Milwaukee, Wisconsin based on the
414 area code on their Contact page. I would start with the Wisconsin
Attorney General. They should have an office of consumer complaints.

Is the bank involved chartered by a state or the Federal Government?
If a state, I would also contact the banking officials of that state's
government. If Federal, I think you deal with the Federal Reserve
Board. See: http://www.federalreserve.gov/pubs/complaints/ If they
can't help you I'm sure they will know who you should be talking to.
