There don't seem to be many standalone webcam (builtin webserver) with
IR ... Anybody know of any?

CCD and CMOS sensors are sensitive to IR so all WebCams, all video cameras using
them have a small IR filter between the lens and the sensor. Remove the filter
and BINGO! Instant IR camera!

Wanting same with IR emitters built in to the cam.

You give me an idea: i have a few old TV remote control here. I will try to use
their IR-LED. Not too difficult to mount inside the CAM. Three of them in
series will probably work fine with the 5 volts available...

To be able to actually see anything more than a foot or two away,
you will need a bunch of IR LRDs like below.
