I'm looking for materials on function point measurement -- specifically,
the background of it, particularly the part having to do with the language
modifier value. Essentially, I want to know where the language
measurements for function points came from. Any pointers are appreciated.

From some of the content of your question, I presume you are referring to
the IFPUG method of FPA (there are other functional size measurement
methods). If by 'language modifier value' you mean the Value Adjustment
Factor relating to languages( on part of Question 7), this is a factor that
increases the weighting of the VAF if the software is written with the
intention of supporting software users in more than one language. It is not
related to the language in which the software is written, which, as a
technical issue, is outside the scope of the size measurement.
The set of 14 questions originate from when the method was first written (25
years ago) and while their interpretation has changed somewhat over time,
they relate to concerns (and their relative importance) from the 1970's. 2nd
Generation methods don't use the VAF or an equivalent.
However, I suppose it is possible that what you are exploring is the
difference in 'productivity' 'delivery rate' etc. that might be expected
with different languages, or implementations. Since all FSM Methods provide
the Functional size, independent of the technology used, it is possible to
gauge the difference in productivity etc. of using different environments -
the size remains the same, the productivity may vary.
