application using office through terminal

This is the scenario:

- an application developed in VB6 is installed on a Win2000 Server.
- this software uses OLE to call Word in order to generate documents
- a certain number of users access the application through terminal client.
- users don't use office on the server

The question is: how many office licenses have I to buy ?

I'm still waiting an answer from Microsoft.... any suggestion ?
