The following is the license for Cudd software developed by Fabio at
University of Colorado

"Copyright for Cudd: Copyright [This file was created at the
University of Colorado atBoulder. The University of Colorado at
Boulder makes no warranty about the suitability of this software
for any purpose. It is presented on an AS IS basis.]"

My queries are :

1. What does the above license imply, im interested in knwing whether
the associated code it can be safely used to make proprietary software
products as implied by "....AS IS ...basis".
2. Would permission be required from the author of the software before
reproducing its code , and whether this is dictated by the above
license.

I can't tell exactly from the text you provide, but it sounds like the
code is copyrighted by the U of C. If so, you can't use the code without
violating their copyright. You would need to get their permission. If I
were you, I'd contact them. It's entirely possible that they'd license
be happy to license it to you for a royalty, or perhaps even free, if
your own copyright notice gave them credit for the code you used, e.g.,
"this product contains code developed by, and copyrighted by, the
University of Colorado at Boulder." Early BSD Unix licenses had some
provision like that.
