You're talking about two things:

The best OS: I'm not going to go there.
The most recommended: Windows XP

I'll add a third.
The most frequently damned: Windows XP. (That's the price MS pays for
owning the market.)

You'd probably get more useful answers if you provided some information
such as
+what you want to do with your computer
+what kind of budget you have
+whether this is for a new computer or an older one
+what hardware you're talking about (if you already have hardware and
are looking for an OS to run on it).
