Is it legal to sell old versions of software that I have legally paid for
and then upgraded? Can I sell the previous version legally?

The answer for that is in the license agreement for the software in
question. In most cases resale isn't an option. Remember, in nearly all
cases you don't own the software you were just purchasing the license to use
it.

Not if it's Microsoft software. An upgrade must always be supported by a
full license, and if you sell the old one, you no longer have a license
to use the upgrade.
