I have used and introduced UCM at various places.
I have a client who is thinking about using Clearcase/UCM without its
ClearQuest integration. I suspect this is a bad idea

Not a bad idea at all if you can life with the fact that activities (or
tasks if you like) are nothing more than change sets.
I also _suspect_ that the UCM methodology may not be adequate in general for their parallel development scheme. UCM seems to put all
project activity on one branch, for instance. This seems accident prone, in a
general way.

No. UCM defines a project as a central integration stream and multiple
development streams. Development happens in the development stream and when
activities are done, the developer delivers (integrates) into the
integration stream.

The latest version of Clearcase (not on the market yet) will also support
single stream projects, where indeed all work is done on the same stream.
But it is a simplified form of the UCM model, and only recommendable for
very small and simple projects (like 1-person project).

BTW, be careful with the distinction between stream and branch, as they are
different things in Clearcase.
