Is there a way to have Quicken or QBooks loaded on the web and have user
enter transactions remotely? We have a long distance client and both want
access to the same company file. We don't have a static IP number so remote
access is out?
Any other ideas?

Intuit the maker of Quickbooks has an online version of their software. Not
quite sure what having a static IP address has to do with using remote
software solutions like PCAnywhere or GoTo MyPC.

Static IP is not totally necessary. Look at something like
http://dyndns.org to handle the ip changes, and use remote desktop,
terminal server, pcanywhere or gotomypc to remotely access one
computer from the other (assuming broadband connections). Works just
fine.

Check out www.mangosoft.com , it's like an online hard drive. With that you
could 'share' the data file if you want to retain using the desktop software
at both locations.

Security for VNC over the internet is a potential problem. What is passed is not encrypted, so potentially your password (there is only a simple password protection, not even username) can either be sniffed or maybe "guessed". VNC is designed to be used over a secure channel, either a local network or a VPN or SSL tunnel. I like it, it is free, it does what it does very well, but wouldn't use it bare over the internet.

Most of it is on the original VNC website. They didn't design it for
security. There are a couple of projects to secure it, but I think
they are all in beta. There is also a way to use SSL to secure it to a
linux/unix server, but it would require a different approach for
windows.
