I have been trying to learn HTMLDB for the past 1 week now.
Unfortunately, I can't make head nor tail out of it. I have already
tried the tutorials that Oracle's provided for HTMLDB. I am still at a
loss. Can anybody please post some links where I can learn how to even
get started with HTMLDB ?

Thanks

Have you tried to (re)build the Issue Tracker.
For me it worked fine!

What is the licensing requirement for HTMLDB? Does it come with the
Oracle DB? Do you need to buy Oracle Application Server to use it?

YES, included.
Do you need to buy Oracle Application Server to use it?

NO, Need OHS (Oracle HTTP Server based on Apache).
OHS + HTMLDB is on the "Companion CD"
