Is it possible to call and run sql loader from an Oracle procedure?

Alternatively use external tables & avoid needing SQLLDR.

Sure. Just remember that SQL Loader is an Operating System executable.
Then realize that one way of executing operating system stuff from PL/SQL
is called 'external procedures'.

Or learn to use Oracle's Enteprrise manager - in 10g you have a real handy
scheduler.
