Did it work before? Has anything been changed recently?
Is the IDE cable plugged in the right way around? Usually the striped side
of the cable to pin #1, which should be next to the power plug on the HD.

Here's an earlier answer I gave someone else with a similar problem:

At work, someone poked the "reset" button hole a little too hard, and the
inch-long rubbery extension between the actual switch and the front panel
tilted sideways and jammed, essentially telling the system that the reset
button was being held in all the time. Took off the front cover, the reset
switch became "un-pushed" and everything spun up normally.

Never make or break any connection when power is on AND when
power cord is connected to wall receptacle. Even when power
appears to be off but power cord is connected, then voltage
remains on parts of the machine. Always pull plug from wall
before making any hardware changes inside a machine. The only
connections permitted when power is applies are those
connections outside the case.

To break the problem down into sub-parts, fastest solution
involves a ubiquitous 3.5 digit multimeter (as even sold in
Walmart, Sears, Home Depot and Lowes). Measure voltages on
each below colored wire between power supply to motherboard.

With power off but power cord connected to wall receptacle,
then 5 volts DC should appear between purple (5VSB) and any
black wire. More than 2 volts should appear between Green
(PowerON) and a black wire. If these numbers are correct,
then what happens to voltages on green, red, orange, and
yellow wires (relative to black wire) both when and after
power switch is pressed?

Voltage on green wire should drop to near zero and then
other voltages should rise from zero when power switch is
pressed. What are those numbers?
