My grand kids have a Polaroid 0700 portable DVD player. A response
from Polaroid indicated the following regarding playback of DVD's and
Cd's:

The disc formats supported by this Player are as follows:

Standard DVDs
Standard CDs
MP3s
Also, this DVD Player will play most recordable (CD-R) or erasable
(CD-RW) CDs but playback of CD-R or CD-RW disc created on a computer
requires proper formatting and finalization of the disc for audio
playback. Some computers and/or software programs may not be capable
of creating compatible discs.

This model is not compatible with DVD+R, DVD+RW, DVD-R or DVD-RW
formatted discs.

Given the above information what pc based software will allow the
burning of CD's with DVD images so that they will play on this device.
On the next to last line it is indicated that proper formatting and
finalization is required for audio playback. Is there a program that
will allow me to create either DVD's or CD's that will be viewable
with this device?

Based on what they report, you have no option. They include neither VCD
nor SVCD as a format, so it is exceedingly unlikely that it would accept
mini-DVD, which would be the only other choice. It will read CDs for
audio - CD-DA or MP3 - but that's it.

Of course, their information could be incomplete. To check it out, I'd
suggesting borrowing a commercial VCD if you can find one. If that's not
recognized, no video option on CD is likely to be.
