Bootable CD and El Torito

I created a bootable CD using CDRWIN with floppy emulation.
The bootable CD works when I boot it up from my laptop, but
it does not seem to work when I boot it up from my PC.
I was able to boot the PC from other bootable CDs before,
why is it that it is not able to boot from the CD I made?
The PC was bought fairly recently as well (in 2002), I would
have thought that it would support the El Torito Specs and
allow my CD to boot.
