Can't Read a CD-R

I have been recording files onto a CD-R disk in multiple sessions. The last
session stopped twice due to some problem with the disk - the message
suggested cleaning the surface. I did this twice. There was over 200 MB
remaining space for recording and the files I was trying to record would
have fit with room to spare. The third attempt succeeded but now I can't
view any of the files in Windows Explorer. All zi gt now are repeating
cycles of the disk spining a little then stoping. The drive idiot light is
on constantly. Task manager shows "My documents - Not Responding". I have
a Dell PC running Windows XP. I used Record Now which has been working fine
up to now. Is the disk damaged? corrupted? Any way to see what's on it?

Try the cd in other drives. If the cd is not recognized, there's not
much you can do. Anyhow try IsoBuster:

There was obviously a problem with the last session of the disc, probably
attributable to a fault or damage to the disc itself, yet you persisted in
writing to it, to save what? - 10 cents? Now the disc is certainly corrupt
and chances of recovery are much smaller. You may be able to recover some of
it with diagnostic tools, but don't hold your breath.
