So what changed? If you read the history, you'll see that the biggest
variable change was the customer: the original one was the IS dept
(which used the pay dept merely as a domain expert), and the new one
was the pay dept. The pay dept, however, was happy with what it had;
they would have never asked for the project in the first place.
Not the best project, really; the IS dept would have done better to
have picked a pilot project which the customer actually wanted. But no
matter; the results are there.
