In general, no. TD does not give that facility in the same way that it does
for requirements and tests.
However, the DEFECTS table is either in an ACCESS .mdb file or on one of the
Client Server databases and it is possible, using the database's native
tools, to import data into the table. Just be sure to maintain referential
integrity (if you are linking to another table) and fill in all relevant
columns.
Some relatively simple SQL should have you all fixed up.
