I'm trying to do tax planning for 2004 using Quicken 2003. The selection
for 2004 is not presented and I cannot find any way to add it.

That's how they get you to update. Q2003 was released in August 2002. It
supported tax planning for the years 2002 and 2003. It doesn't do 2004, but
the current release will.

I agree it's impossible to include future tax rates when the program is
released. However, it would be relatively simple to support a download of
tax rate updates. However, as I stated, I don't ever expect to see this
because there's nothing in it for Intuit.

When I used "Managing Your Money" about ten years ago or so, they allowed
you to enter your on tax rates and the AGI where the rates kicked in.

The tax law changes extend well beyond simply updating the rates. I use CCH
Prosystem Fx (prosystemfx.com) for taxes, at a cost of about $12,000 per
year. Each year the program is entirely new, from the ground up. Sure, the
basics stay the same, but the rules can change drastically from year to
year. The situation is no nearly as straightforward as you indicate. Of
course, that's good for me, as more complexity and confusion increases my
business :)

I also prepare tax returns, so I know how complicated they can get. However,
I still maintain that for planning purposes, it could be easily set up to
download a few table updates. However, this would be bad business for
Intuit, because unless you buy into a subscription service, there's no
revenue in updates.
