Part of Oracle Developer Suite (also used to develop the reports and
administer the Discoverer stuff that's part of 9iAS. So get the latest
Developer Suite.

Suggest you look at OTN where it is fully described.
In a nutshell
- Developer Suite includes ALL the tool set, including JDeveloper, Forms
Developer, Reports Developer, Warehouse Builder, etc. etc. etc.;
- Application Server provides the infrastructure for full scale deployment of
stuff developed using Developer Suite (as well as other stuff);
heard somewhere you can get jdeveloper and deploy it without having to buy 9iAS? it was some kind of special? is that still around?
I think it's still around. If it is, it's on OTN.
Remember, there is a license with all of this stuff. Even the "free"
version. Ands that governs the use and deployment.
(But most of us don't bother to read licenses. Why bother? It's even more
useless than documentation, right? Right up there with READMEs. Our time is
far better spent searching for undocumented stuff.)
