What is the SQL command to give system SYSDBA privs in the OEM? Right now I
can only connect as normal and need the SYSDBA rights but dont trust my sql
since its been almost 5 years since I have had to do any. TIA!

grant sysdba to <user>

There are several precautions though:
the user granting the priv must have been connected as SYSDBA
remote_login_password_file must be exclusive

simple RTFM issue.
