Does anybody knows how to make an web-based Oracle applications using
protocol WebDAV ?

Look at Oracle's version of WebDAV (OraDAV??) that's part of the Oracle
Content Management SDK.

For more info - there's some material (docco, samples) available on
TechNet (http://otn.oracle.com) under Application Server.
