I need to issue a 1099 to someone whose only current address is in
Europe. Quickbooks is requiring me to enter a state and a zip code.
Any ideas on how to get around this?

You'll probably have to fake it and then correct the situation with the
trusty old typewriter and void the fake 1099. That's the quickest way
and probably the only way to get around it.

No that won't work because the IRS won't accept a 1099 with corrections on it.
You'll have to contact the IRS and request copies of the appropriate Form 1099
(probably 1099-MISC) and the Form 1096 transmittal form. They can't be
downloaded from the IRS web site since the official form is printed in drop-out
color.
Your other alternative is to go to your local office supply store and purchase
a package of 1099s. This is probably overkill if you only have one Form 1099 to
complete.

What I would do since you will have already purchased the forms is just
as I said, give a phoney address, then void out the form by checking the
void box and you can use the typewriter to do that or a pen. Then on a
new form simply type in the correct information. The IRS will accept
that with no problem.

I agree. I may have misinterpreted your original reply. I thought you were
advising that the correction be made directly on the erroneous 1099.

OK - but the IRS form also requires a state and zip code. Do you think
I can just stick in the foreign address? Plus - I don't have a
typewriter. Can I just hand write in the address on one 1099 if the
others are typed?

The IRS will accept an address anywhere it may be. If the person is in
England for example just state that. Does this person or entity have a
Federal ID # or Social #?
The IRS does not like handwritten forms, maybe you could borrow a
friends typewriter? In worse case just hand write it if need be because
you will have shown due diligence in trying to comply.
