Recently, direct transaction download to Quicken became available. I've
been able to set up a new account to perform the download but existing
accounts will not allow the download.
In the Accounts Attributes area of the account's Summary page it
indicates that Account Download = Not Available. Is there anyway to set
up Transaction Download within existing accounts or do I have to
establish new accounts to accomplish this?

This should not be necessary; at least conceptually it should
not. What version of Quicken are you using?
I just went into a Q2004 test file, I modified an investment
account that had never had a download before, and had no
financial institution associated with it. I changed the fi name
from spaces to "Scottrade". "Transaction Download" went from
"Not Available" to "Available" as soon as I "ok'd" the fi name
change: just as I expected it would.
In Q2002 (whose Account Attribute wording for downloads is, like
yours, "Account Download"; not "Transaction Download", Q2002 has
no idea who Scottrade is and will not allow Scottrade online
access for new or old accounts. So I assume you don't have
Q2002.
Makes me think you might be using Q2003, and I don't have that
to test.
I also can't see any info at the Scottrade web site to indicate
what their Quicken policies are, and which Quicken versions they
support, and with what type of download.
If you are sure that all the rest of your pre-existing Quicken
Scottrade accounts are correctly setup, that *all* their Account
Attributes are correct for the Scottrade account(s) you want to
download and you still can not download, I would call Scottrade.

Thanks for the clue!
I deleted Scottrade from the fi line in the Edit Account Details page,
hit "Enter", and then typed Scottrade back in the fi line and, voila,
Transaction Download was activated.
BTW useing 2005.

You may have a different FI filled in for your existing accounts. If so, change it
them to use the same FI that your new account uses; then activate downloads.
