Whether previous, or even current owners, of a PC smoke or not should make
absolutely no difference to the inside condition of a PC unless someone has
been stupid enough to not use filters on the air intakes. Okay, the dirtier
the air the more frequently the filters might need cleaning, but the filters
should keep the PC sifficiently clean inside whatever. If the problem is
with a little ash dropped onto the keyboard (nowhere near as nasty as
coffee, in my opinion) then all it requires is a good bath and hanging up to
dry for a few days. Decent lubricant on the fan bearings from the start will
stop them wearing out prematurely. Ball bearings are not necessarily the
best idea as, despite the fact that they will last longer if unlubricated,
they have two distinct disadvantages - one: they run noisier than plain
bearings, and two: when they wear out they can lock-up solid whereas a worn
plain bearing will just wobble and make a noise.

P.S. despite the fact that I smoke a little, the insides of my PCs are clean
enough to eat your lunch off !
