Possibilities include:

1) it is set in the BIOS to turn on upon network card activity
2) It is set in the BIOS to turn on upon modem activity
3) It is set in the BIOS to automatically turn on with a timer
4) The power supply unit is faulty
5) Your electricity supply is surging off and on and causing the PC to
automatically turn on when electricity is restored
