I have grandchildren in Virginia 400 miles away. I understand that my
daughter in Virginia could hook up a camera (webcam) to her computer and
transmit to me live images of the children to be viewed on my computer.
I have no clue what is needed and how to do that.
Can someone help with a step-by-step explanation

Google for Skype. It has a video mode for PC's, works with most
webcams. That said I had to download an early version of the
software to get the webcam to work. Skype support admitted there
was a problem, and advised against earlier versions. If earlier
version works that's fine by me, I'll update when they fix the bug.
Mac OS X is a problem area, there is a Beta video phone,
but the driver may not work with all webcams, Skype don't sell
or offer a supported webcam, and you need to be a bit of a
techie. It should work if you persist.

Both Yahoo and MSN offer free instant messenger programs with webcam
capabilities. Microsoft even sells a couple webcams to go along with
MSN Messenger. Most of the webcams are USB, so you install a driver
off a CD that comes with it, plug it into a USB port and check the
Messenger options to adjust settings the way you prefer.

http://get.live.com/messenger/ - Free Microsoft Windows Live Messenger
(MSN). I believe that one requires Windows XP, but their older version
doesn't.

The older versions of MSN Messenger are available here. I have used
MSN Messenger 7.0 on a Windows 98 system w/o problems.

Here is a web page discussing video conversations.

Here is a web page showing the Microsoft webcams. Alot of other
companies make them also, but this gives you an example.
