Default System locked

Hi all,
I need some help with a problem I'm having with my daughter's IBM PC.
The specs are:
IBM Desktop'
300 PL 6862 U8U
Pentium III
Running Windows 98
The machine won't boot. The IBM logo shows up, but then the following
error message comes on and nothing else can be done:

"The RF-ID Tag has changed.
184 Asset control Antenna not detected.
System Security - Keyboard is locked.
System Security - Keyboard is unlocked.
176 The system has been tampered with.
Turn power to your system off then on.
Your system is now locked.

I have tried reseting the CMOS with Jumper 9 on the mainboard, and
removing and reinstalling the CMOS battery. Neither of these actions
did any good. Does anyone have an idea what I could try next?
