Default Test Planning software

Anybody have any recommendations for cheap Test Planning and Test
Scripting software? I don't care about automation, I'm just looking
for something to database the plans and scripts with a user friendly
gui. Not interested in Compuware, Mercury, or any other product that
costs over $5000.

An easy GUI for a textual database is a Wiki. Try http://fitnesse.org

Also it's Free as in Beer, Speech, and Love.

Default Test Planning software

Take a look at T-Plan. It's not free, but is pretty low cost.
