I have some dlink dcs-900 network cams that have been running aimed out
windows for more than an couple of years doing exactly what you said excpt
they don't have an interval saved image in their built in default settings.
If you're up on scripting you can do it fairly simply, or there are some
programs that will do it too. Quick search finds some at under $100 ..
ethernet wired & wifi versions too.
There are lots of other network cams too, which sounds like what you need,
that will have ftp out to a ftp server for slightly more bucks. Or perhaps
the better cams with a true auto iris lens.

I'd like to use a webcam to overlook our parking area here at work for security purposes. It will not be wired directly to a PC, so it will either need to be bluetooth, 802.11b/g (WPA) or ethernet enabled. Resolution should be decent enough such that people/vehicles/license plates within 15-20' of the camera are recognizable). Obviously recording full motion video is probably space and bandwidth prohibitive so I suppose 10 second snapshot intervals would work. It does not need to work all that well after dark. Anything reasonably priced come to mind? Thanks!
