Default Webcam newbie

I've been asked to find out what the cost and effort would be to stream
a private event over the internet and looking for some basic direction
on how to handle this. I'm fairly new to webcams and the like and I
currently don't own any of the equipment.

The basic requirements/environment is as follows:

The network (wireless G) and computers are not an issue but we don't
have the camera. It would be a publicly accessible broadcast for at
max 200 viewers.

My basic questions are:

1. Is it possible to do this for under $300 for the webcam?

2. For this sort of setup, does broadcast generally stream straight to
the internet or is it cached to a hard drive somewhere and then that
file is accessed over the internet?

3. What is a good webcam for this that is preferably wireless? Also,
audio is a requirement.
